Support programs in Morocco
1. Grants under the Plan Génération Green 2020-2030
Aid to the agricultural and agri-food sector, supporting investments in modernization of production processes managed by the ADA (Agence pour le Développement Agricole).
The Génération Green Plan, successor to the Maroc Vert Plan, aims to modernize and improve the competitiveness of the agricultural and agri-food sector. Through the ADA, subsidies are offered for the purchase of agricultural and agri-food processing machinery, including filling, labeling and capping equipment.
What do they subsidize? Purchase of agricultural and agro-industrial machinery: filling, labeling, capping, packaging systems.
Requirements:
- Official quotations of the equipment to be acquired.
- Technical project or investment report.
- Proof of tax and legal status of the company.
% of aid: Up to 30-40 % of the cost of the machinery, depending on the type of equipment and geographical area.

2. Maroc PME Grants
Aimed at industrial and transformation SMEs seeking to improve processes, productivity and efficiency. Programs managed by Maroc PME
Featured programs:
A. ISTITMAR PME Program – Support for industrial investment
Maroc PME manages the ISTITMAR PME program for small and medium-sized industrial enterprises seeking to finance both tangible and intangible investment projects.
Beneficiaries: Existing or start-up companies with an annual turnover between 10 and 200 million dirhams, operating in the industrial sector.
Subsidy:
- 20% of the total amount of the investment, with a maximum of 10 million dirhams.
- In addition, an extra 10% for technology projects.
- An additional 5% for projects located outside the Tangier-Casablanca Atlantic axis.
Conditions: The company must contribute at least 20% of the financing plan with its own funds.

B. Tatwir – Croissance Verte Program – Support for sustainable industrial investment
Maroc PME manages the Tatwir – Croissance Verte program, aimed at small and medium-sized industrial companies wishing to invest in sustainable projects, improve energy efficiency or integrate more environmentally friendly production processes.
Beneficiaries: Existing or start-up industrial companies, with an annual turnover between 10 and 200 million dirhams, developing green transition, circular economy or energy efficiency projects.
Subsidy:
- Up to 30% of the amount of the eligible investment.
- An additional 5% for projects located outside the Tangier-Casablanca Atlantic axis.
- Possibility of complementary subsidies for projects with a strong environmental or innovative impact.
Conditions: The company must provide at least 20% of the financing plan with its own resources. The investment must contribute to sustainability or energy efficiency objectives, such as emissions reduction, resource optimization or integration of renewable energies.

C. MOWAKABA Program
Maroc PME manages the MOWAKABA program, aimed at supporting small and medium-sized industrial enterprises in improving their processes, productivity and operational competitiveness.
Beneficiaries: Existing or start-up industrial companies, with an annual turnover between 10 and 200 million dirhams, wishing to optimize their internal organization and productive efficiency.
Support areas:
- Value chain optimization and production management.
- Implementation of Lean methodologies and improvement of operational efficiency.
- Compliance with standards and best practices.
- Strengthening of human capital and management capabilities.
Subsidy:
- Up to 80% of the cost of consulting and technical assistance services provided by accredited experts.
- The grants are aimed at covering expenses in organizational improvement plans, process optimization, quality certifications, digital transformation or implementation of good industrial practices.
Conditions: Subsidized actions must be aimed at improving operational excellence, reducing production costs, optimizing resources or introducing Lean Manufacturing methodologies, among others.

3. Regional funds or local programs
Some regions in Morocco offer additional support for productive investment, either through one-time grants or subsidized loans managed by local economic development agencies.

4. Preferential loans – Crédit Agricole du Maroc
Although it is not a direct subsidy, Crédit Agricole du Maroc offers financing on advantageous terms for the purchase of agro-industrial machinery or processing equipment.
Beneficiaries: Companies in the agricultural and agri-food sector.
Advantages:
- Subsidized interest rates.
- Amortization terms adapted to the production cycle.

Other Support Programs
1. FIEM grants from the Spanish Ministry of Economy
The Fondo para la Internacionalización de la Empresa (FIEM), managed by the Spanish Ministry of Economy, is a public financing instrument aimed at supporting export and investment projects of Spanish companies in foreign markets, including Morocco.
This fund, managed by the Spanish Ministry of Economy, Trade and Enterprise through the Official Credit Institute (ICO), offers repayable loans on special terms to finance international projects.
And although it is oriented to large projects or high-value machinery supplies, it may be of interest in certain cases.
In order to access this aid, the Spanish company must be involved in an international project and meet the requirements established by the FIEM, including the presentation of a solid business plan and the capacity to repay the loan.
Characteristics:
- Financing on advantageous terms for machinery export projects or industrial equipment installation.
- Regular participation in infrastructure projects or public-private contracts.
- Complex application process and long lead times.

What is required to apply for these grants?
To access most of these grants in Morocco it is necessary to present:
- Official quotations of the machinery to be purchased (that we can prepare from MarCoPack).
- Technical project or investment report.
- Fiscal and legal documentation of the company.
- In some cases, the contribution of own funds or co-financing.
